Three  critical things are totally lacking. First, there is no single central command center. Second there is no communications system. Third, there is no public information program.

FEMA should have established an effective command center somewhere outside New Orleans. Apparently they have not. In that absence, the Governor of Louisiana should have directed the Louisiana National Guard to do so. She has not.
Communications? This is a classic case for the use of ham radio operators. A quick look at the web site of the American Radio Relay League shows that they have people clamoring to go help and who are being told not to go – it isn’t safe. There are no plans by FEMA for deploying the ham radio operators.

Ham operators have self-sustained equipment with their own power and have the training to operate radios in emergency networks. They are trained and equipped to provide effective communications networks when every normal communications method is wiped out. THOSE IGNORANT POLITICAL SHITS APPOINTED TO MANAGE FEMA DON’T EVEN KNOW THEY EXIST!!!

The military and the national guard also have those capabilities, but they aren’t putting in communications towers. Why?

You know the biggest piece of evidence that the Bush administration is in total disarray? This is a clear case where the single largest requirement is an effective central headquarters should be running the largest public information campaign this nation has ever seen. The need for this and the methods are a core part of any undergraduate journalism course in public relations, usually focused on small disasters like an airliner that crashed. But the Bush administration – the Presidency defined by its control of public relations more than any other single characteristic – HAS NO MESSAGE AT ALL TO PUT OUT!

Their incompetence and lack of thought or planning has led to the looting and anarchy that is now New Orleans and their only reaction is shock that people could act that way.

Clearly there was no effective planning done. These Republicans are total amateurs in way over their heads. They have failed to anticipate the simplest needs. Just like the occupation of Iraq. They have no clue!

Bush and the Republicans must go!
