Rove will appear voluntarily, but during tomorrow’s session, Rove will be pressed about issues as to why his accounts to the FBI and grand jury have changed, or evolved, over time. He will also be questioned regarding contacts with other senior administration officials, such as then-deputy National Security advisor Stephen J. Hadley and I. Lewis Libby, the chief of staff to Vice President Dick Cheney in the critical week before the publication of columnist Robert Novak’s column on July 14, 2003, which outed Plame as a covert CIA operative.
Rove is also likely to be asked more detailed questions about his conversation with Time magazine Matthew Cooper on July 11, 2003, in which Cooper himself has testified to the grand jury that Rove had told him that Valerie Plame was employed by the CIA…
And Lawrence O’Donnell confirms my first theory:
“What this means is Rove’s lawyer, Bob Luskin, believes his client is defintely going to be indicted.
So, Luskin is sending Rove back into the grand jury to try to get around the prosecutor and sell his innocence directly to the grand jurors. Legal defense work doesn’t get more desperate than this. The prosecutor is happy to let Rove go under oath again–without his lawyer in the room–and try to wiggle out of the case. The prosecutor has every right to expect that Rove’s final under-oath grilling will either add a count or two to the indictment or force Rove to flip and testify against someone else.”

But I still think he won’t flip, not for a superior. He might give them somebody laterally, especially if it’s someone he has a grudge against. But he’ll take the indictment to protect his boss. (Whether he’s got a grudge against Cheney is another question.)
O’Donnell is just flat wrong from what I have been reading. Rove’s lawyer isn’t sending Rove anywhere, Rove offered to come back IN JULY and Fitz is just now taking him up on it. Rove is being called back, this isn’t really voluntary.
Here’s my take at this point.
Fitz essentially “called” Rove and said, “Hey Karl, remember when you said back in July that you’d be happy to come back and assist any time by giving further testimony? Well, I’m taking you up on that offer. Be at my office on Friday morning. Oh, and by the way, anything that you say can and will be used against you in a court of law.”
Karl then “calls” his lawyer and says, “oh shit, WTF did I get myself into? Get me out of this.”
Lawyer says, “you are screwed, you have to go. What are you going to do, not go, get subpoenad, and then go? Besides, maybe we can still sell this as you ‘cooperating voluntarily.'”
Karl: “Do you know anywhere they sell striped pajamas?”
That’s the gist of it from what I have seen so far. Why is Fitz doing this? Because he can. He has had a BUNCH of people before this grand jury, and now he can bring Rove in and have the grand jury observe him squirming as Fitz confronts Rove with testimony given under oath by other witnesses.

Using the Grand Jury to develop a case. He has a reputation of going hard after anyone that he thinks has lied to him, and he must be chasing bigger fish as well.
Odds on them calling Libby and a bunch of others back after Rove spins some more? If I were a gambling man I would say those odds are pretty good.
