Minority leader Harry Reid has invoked Rule 21 — everyone is out except the 100 Senators — to discuss the CIA leak case and to find out if the intelligence promoting the war was manipulated. (Just announced on CNN.)
This is a “closed session” that kicks out any employees, staff members. The gallery, senate floor, corridors, etc. are all swept by the sergeant at arms. Dick Durbin seconded Harry Reid’s motion.
The Democratic leadership are determined to do this every day until the Republicans respond. (However, the GOP can overturn this with a simple vote.)
Frist is furious. He says it is an “affront” to him personally and to the leadership. “It’s a pure stunt!”
This is apparently the first time in 25 years this has been done. Frist is claiming it’s never done without consensus between the two leaders.

Administration statements on Saddam’s alleged nuclear weapons capabilities and ties with Al Qaeda represent the best examples of how it consistently and repeatedly manipulated the facts.
“The American people were warned time and again by the President, the Vice President, and the current Secretary of State about Saddam’s nuclear weapons capabilities. The Vice President said Iraq “has reconstituted its nuclear weapons.” Playing upon the fears of Americans after September 11, these officials and others raised the specter that, left unchecked, Saddam could soon attack America with nuclear weapons.
“Obviously we know now their nuclear claims were wholly inaccurate. But more troubling is the fact that a lot of intelligence experts were telling the Administration then that its claims about Saddam’s nuclear capabilities were false.

Did the Republican-controlled Congress carry out its constitutional obligations to conduct oversight? No. Did it support our troops and their families by providing them the answers to many important questions? No. Did it even attempt to force this Administration to answer the most basic questions about its behavior? No.
“Unfortunately the unwillingness of the Republican-controlled Congress to exercise its oversight responsibilities is not limited to just Iraq. We see it with respect to the prisoner abuse scandal. We see it with respect to Katrina. And we see it with respect to the cronyism and corruption that permeates this Administration.
“Time and time again, this Republican-controlled Congress has consistently chosen to put its political interests ahead of our national security. They have repeatedly chosen to protect the Republican Administration rather than get to the bottom of what happened and why.
“There is also another disturbing pattern here, namely about how the Administration responded to those who challenged its assertions. Time and again this Administration has actively sought to attack and undercut those who dared to raise questions about its preferred course.
“For example, when General Shinseki indicated several hundred thousand troops would be needed in Iraq, his military career came to an end. When then OMB Director Larry Lindsay suggested the cost of this war would approach $200 billion, his career in the Administration came to an end. When U.N. Chief Weapons Inspector Hans Blix challenged conclusions about Saddam’s WMD capabilities, the Administration pulled out his inspectors. When Nobel Prize winner and IAEA head Mohammed el-Baridei raised questions about the Administration’s claims of Saddam’s nuclear capabilities, the Administration attempted to remove him from his post. When Joe Wilson stated that there was no attempt by Saddam to acquire uranium from Niger, the Administration launched a vicious and coordinated campaign to demean and discredit him, going so far as to expose the fact that his wife worked as a CIA agent.
“Given this Administration’s pattern of squashing those who challenge its misstatements, what has been the response of this Republican-controlled Congress? Again, absolutely nothing. And with their inactions, they provide political cover for this Administration at the same time they keep the truth from our troops who continue to make large sacrifices in Iraq.

“Unfortunately the Senate committee that should be taking the lead in providing these answers is not. Despite the fact that he restated that commitment earlier this year on national television, he has still done nothing.
“At this point, we can only conclude he will continue to put politics ahead of our national security. If he does anything at this point, I suspect he will play political games by producing an analysis that fails to answer any of these important questions. Instead, if history is any guide, this analysis will attempt to disperse and deflect blame away from the Administration.
“We demand that the Intelligence Committee and other committees in this body with jurisdiction over these matters carry out a full and complete investigation immediately as called for by Democrats in the committee’s annual intelligence authorization report. Our troops and the American people have sacrificed too much. It is time this Republican-controlled Congress put the interests of the American people ahead of their own political interests.”

I think it’s a closed session in that classified information can be discussed without giving it out to the public. It sounds like this is a push to get Phase 2 of the Senate Intelligence Committee Report that. I think is overdue. This would be the best way to force a safe discussion of the leak case too.

Or you decided to do it because it was the only politically salable thing to do, given Bush’s lies. But you can’t continue to say it wasn’t a mistake. It was clearly a mistake. A colossal fuck-up. I used the term “mistake” from the perspective of the idiotic Democrats who voted to support this war. I think it is a charitable way to view their vote. I think it would be better for them to admit that their votes resulted from their craven political sense that they could not be elected and oppose the war. They can call their votes whatever they want to. But they need to damn well come clean on them. I tend to agree with you. Though no one in Bush’s administration has admitted to actively lying, I do believe that we were lied to in the course of the run up to war. But wether we can prove lie, or whether it was just gross icompentence on the part of the Commander and Chief, it was wrong. And someone needs to be held accountable. And it is about fucking time that the Democrats in Congress started demanding accountability. If the Republicans are going to stonewall — then at least the Democrats can make it a stark issue.

I took Governor Dean’s message seriously, since you mention political office. I’ve tried often to find a way to run for local office here, because I think that’s the next step after being an activist. But frankly, in Boulder, CO, to run for dogcatcher you need to have been assistant dogcatcher for ten years, and hopefully have joined the citizens’ advisory board on dogcatching, and devoted most of your free time to helping stray dogs.
Me, I just got off the couch a few years ago.
(I have a good friend who’s preparing to run for Colorado Senate, but who will call it off if our Referenda C & D fail today. No one wants to be in the capitol building when we fully defund Medicare and make CU and CSU into private universities.)
So we have some high barriers to entry for politics in this county, but in a good way: no Republicans need apply. Ever.
Ann Arbor is quite the bastion of progressive politics and there are lots of people interested. Plus I’ve barely gotten off the couch myself (first time a year ago tomorrow, in fact).

Evidently, this one only required a motion and a second of the motion. The process of clearing takes place and then debate and vote on the process happens afterwards and the Republicans can clear it. I think Reid has vowed to do this daily until they get some answers on Phase II and other intelligence matters.

It’s a tactical manuever that shows the minority party can exert power through proper procedure to initiate action in the majority party.
It’s called ‘doing their job’.
It does seem, though, that the Republicans have mostly monopolized the cameras, which isn’t good .. even though, to us, they sound like they’re running to mommy and crying, “Harry wrecked my toy set,” I do wish the Dems would get out there and get on camera more.
Ok, thanks for the snarky response, but this was a serious question — what are they hoping to accomplish? What are they exerting power over? What action are they going to “initiate”?

The main reason for calling a closed session is so they can discuss classified information without the risk of accidently disclosing something they shouldn’t make public.
The closed session is usually scheduled and not called like it was today.
The reason for needing a closed session today is to ask Pat Roberts about the intelligence report on prewar contradictions that is late in being done.
I would add that this is a political maneuver too. It changes the media story back to Iraq and pre-war intelligence from avian flu and tax reform. It puts pressure on the Republicans to answer these questions, or risk being painted as stonewallers. Finally, it also serves notice to them that if they try to go nuclear and eliminate the filibuster, the Democrats have a few parliamentary tricks up their sleeves that will make it impossible to move anything on the floor of the Senate.
This is a smart move politically and substantively.

Will pat Roberts now spring into action and have, as I just saw Schumer talk about, “a real investigation”? Apologies to everyone who can’t stomach my cynicism, but, what exactly are the chances of that happening?
Schumer was already reassuring reporters that no, of course we won’t do this every day if we get negotiations going….doesn’t sound too promising to me.

I guess what I’m asking is, I suppose this is better late than never, but if the Intelligence Committee stalled on completing “Phase 2” and they were actually supposed to have it done by LAST YEAR, then the time to do this was BEFORE the election — damage is done now, right?
And I will give them kudos for saying FUCK the courtesy notification — if the rule says all it takes is a motion and a second, then that’s all it takes!! No more “my dear friend from Omaha bullshit” — just “do your job”!! (as you said)

Ideally yes, but I think that the Libby indictment has given them the impetus and public interest to actually carry through with it now.
As an aside, if they wanted to pile on Libby, they could make that argument too: “We SHOULD have been doing this last year, except that damned SCOOTER was obstructing justice!”
I think the Fitzgerald indictments sparked the Democrats into more drastic action but I think Roberts would rather have waited until after Fitz closed his investigation. Maybe it doesn’t make a difference but it seems like Fitz could still subpeona that report if needed, and providing it was done.
Yeah, you have the point down on the damage done by not having it before the election. There’s more to it though.
The Phase II will cover a lot of what is in the Plame investigation. It will also have forged Niger documents, probably, but also something more important.
With Fitzgerald’s investigation still open, it can be scrutinized for any contradictions that would show up against sworn testimony already given.
A crucial point that’s been lost is the control of prewar intelligence by Republicans, especially Roberts, that gave manipulated intelligence out for the resolution vote to be based on.

Oh, DJ, I remember this occurrence…..such a tragic shooting too..that poor darling. I just want to take her in my arms and hold her and dry her tears…I know I cant and it would be shameful for me to even dream of. I just feel so very sorry for her.
