He roasts his Republican adversaries their anti-science attitudes (the same Republicans owned by Big Oil who have proposed a bill that would strip the EPA of its authority to regulate air pollutants, and especially greenhouse gas emissions) as only someone with actual intelligence rather than mere mindless talking points filling up his brain can:
