The bill (H.R. 5656), cleared by unanimous voice vote, would authorize $3.7 billion in spending over six years to spur research into technologies with commercial applications, such as clean coal, nuclear power, biofuels, hybrid vehicles, solar and wind energy, and energy efficiency.
WASHINGTON (AP) – The Supreme Court ruled Thursday that President Bush overstepped his authority in ordering military war crimes trials for Guantanamo Bay detainees.
The ruling, a rebuke to the administration and its aggressive anti-terror policies, was written by Justice John Paul Stevens, who said the proposed trials were illegal under U.S. law and international Geneva conventions.

“Trial by military commission raises separation-of-powers concerns of the highest order,”
The bigger question is how this ruling will impact the detainees’ ability to receive a fair trial. Do not be surprised if all of the Gitmo detainees are moved to the non-existent secret prisons in other countries. It’s the “I’ll take my toys and play in a different sandbox” way to avoid dealing with this issue in the right manner.
UNITED NATIONS, June 28 (Reuters) – The U.N. emergency aid chief chided the Security Council on Wednesday for being to timid in using sanctions and embargoes to protect civilians mired in violence in countries like Ivory Coast and Somalia.
The council has leaned heavily on threats of targeted sanctions such as travel and asset freezes against groups or individuals who might violate a cease-fire or block implementation of a peace agreement after a conflict.
And it often imposes arms embargoes or export bans to to head off arms buildups or prevent corrupt leaders from selling off natural resources to buy weapons.
But the sanctions are rarely put into effect and embargoes poorly enforced, Emergency Relief Coordinator Jan Egeland told the Security Council.
Merck & Co. won the backing of a U.S. public-health advisory panel to add the Gardasil vaccine, the first to prevent cervical cancer, to a list of routine shots for girls ages 11 and 12.
The advisers to the Centers for Disease Control and Prevention, meeting in Atlanta today, voted to designate Gardasil as one of the federal government’s recommended vaccines for pre- teens. The U.S. has about 4 million girls who are 11 or 12 years old, according to the Census Bureau.
The recommendation sets the stage for pediatricians to adopt the vaccine as standard practice and for health-insurance providers to pay for it. Gardasil, which prevents the sexually transmitted virus that causes cervical cancer, may generate $3 billion of annual sales for Merck, some analysts estimate. The cancer, the No. 2 malignancy among women worldwide, can appear later in life from exposure to the virus in the teen years.
The CDC usually follows the recommendations of the Advisory Committee for Immunization Practices, which is made up of outside specialists. The American Academy of Pediatrics adopts the guidelines as standard practice and insurance providers rely on the recommendations to decide on coverage.

The following accounts from Chadian internally displaced persons represent a selection of the testimonies gathered by Amnesty International in Eastern Chad in June 2006. [snip]
A resident of Koloy village:
“On 12 April 2006 at 7.30am, a group of the Chadian rebels, [referring to the FUCD] led by Dr Hassan al Jinedi [a leading member of the FUCD] attacked the Tissi garrison… After several hours of fighting, the government forces withdrew from Tissi. The rebels occupied the town during the day and left. At 2pm, the Janjawid came to loot the barracks and took arms, ammunition, blankets and everything else they could take. During the night, the armed opposition group reoccupied the barracks and left the following morning. Some villagers decided to leave Tissi for Bolong [an area comprising five villages]. After the armed opposition group left and the government forces withdrew, the Janjawid came back several times to loot houses, shops and cattle camps. They did the same in the surrounding villages: in Birnahal on 17 April, in Harraza on 18 April, in Maguila on 27 April, in Eid al-Ghanam on 18 April, in Gozamimi, in Amsisi. Eleven days after the big attack on Tissi, the Chadian soldiers came back and stayed for 10 days. From there they launched attacks against three Sudanese villages [perceived as sympathetic to the FUCD]: Abarjaradil, Gantur and Garai. They exchanged fire with the Janjawid, killed three of them and detained 20 others (among them were Chadian Salamat [Chadians Arabs associated with the Janjawid in Sudan but now also to a great extent inside Chad]. Just before the presidential elections, the army left again and the Janjawid came back to loot the neighbouring villages again. The village of Maguila was attacked and 17 people were killed there.”
