November 2006 was about the Culture of Corruption, and the ability of the Democrats to use this meme to badly damage the Republicans.
Hoyer appears to believe that this is now the past, and that the Dems can start getting all the money.
This ain’t so. Call Steny’s office – 202-225-4131, and explain that we did not elect them to become immediately as corrupt as the Republicans.

Tell the office that you, a loyal democrat, do not support corrupt Democrats any more than you support corrupt Republicans.
I don’t want well-funded corrupt Democrats taking money and writing the same bills that corrupt Republicans would have written.
