What Rep. Pete Hoekstra (R-MI) doesn’t understand is that confessing to committing war crimes doesn’t make it less likely that you’ll be prosecuted for them. This kind of teenage excuse that ‘everyone was doing it’ is cute but not exculpatory in any way.
