Dear Mr. President:
The United States Government already owns a massive health insurance company, one with expertise, resources, and a huge debt to the US government that it can repay by offering a break even health insurance plan. This company is called AIG.
AIG already offers individual bare bones insurance

AIG could be setup to sell insurance to small businesses via the SBA and to individuals at the POST office. If more capital is needed – ask Tim Geithner.
Don’t wait for the Senate Democrats to stab you in the back like they have done to every Democratic President since Carter or for hell to freeze over (Republicans to put country over party). Just use the insurance company that Paulson and Bush bought for the people – for the people.
