So where is Bratton in all this? What with union contracts I’m not sure how much power he has to discipline the back-turners, but at minimum he needs to strongly condemn their their actions. Otherwise, he needs to go.

Indeed. That chief has a clue. Given the politicized expectations for the police and the efforts of white supremacist organizations to have their ideas permeate police and military forces, this chief is unfortunately an exception in the US and in the Dixie. But the shame of 50 years ago and the memories of Bull Connor and Sheriff Clark still do have some restraining effects on Southern police departments that the LAPD, PPD, CPD, STLPD, and some other big city police departments have never experienced. Because the fight against discrimination was halted at Cicero, Watts, Southie, and especially in St. Louis through white resistance and court decisions. And the chambers of commerce are not so attuned as those in the South to what corporations from outside the region think.
Makes me wonder if this guy came up through the ranks, or was hired from outside the culture.

Was a rookie in 1975. Caught the culture during the time that the South thought it had no choice but desegregate and stop discriminating (i.e. before Reagan’s speech in Philadelphia MS).
Lynch and Mullins are trolls. This is how they negotiate contracts. They threatened superpatriot fascist mayor Giuliani with barring him from police funerals too (he seems to have forgotten, but not everybody has). It’s more vile and disgusting when they do it to de Blasio, and it was even worse when they did it to Dinkins, but it’s basically just their style.
