Robert Kuttner states the obvious:
GEORGE W. BUSH has been faulted in some quarters for taking an extended vacation while the Middle East festers. It doesn’t much matter; the man running the country is Vice President Dick Cheney.
When historians look back on the multiple assaults on our constitutional system of government in this era, Cheney’s unprecedented role will come in for overdue notice. Cheney’s shotgun mishap, when he accidentally sprayed his host with birdshot, has gotten more media attention than has his control of the government.
That is precisely why the Democrats’ first priority in 2007 must be to gather the evidence they need to prove that Dick Cheney has violated the constitution repeatedly, broken innumerable laws, and must be removed from office.
Is there a precedent for impeaching a Vice President but not the President? I love the idea – but could it work?

That`s a very concise agregate of Q`s & A`s. Thanks.
Thanks, BooMan. GREAT info.
I expect that the Dems, in their usual way, will want to play nice for fear this tactic would be used in retribution against some Republican VP. Geez. I wish our officials weren’t so highly politicized. Can’t anyone just call a crime a crime?
That is precisely why the Democrats’ first priority in 2007 must be…
Pretty self-evident, isn’t it?
I’m afraid major dosage of spine-infusion is required before we actually see it.
Anything?
The question I have: How breathtakingly unimaginably incompetent will this administration be if Cheney is removed and Bush isn’t?
It seems like everything they have actually done has been initiated by Cheney’s involvement. I don’t agree with any of their “accomplishments” and I think the administration has hurt the country repeatedly, but they have actually done alot in 6 years. On the other side, the moments when a crisis came up when Cheney either wasn’t paying attention or didn’t care were disasters of inaction (9/11, tsunami relief, Katrina, etc.) on an unprecedented scale.
I’m assuming that without Cheney we would go from an administration that does disastrous things to an administration that doesn’t even try to do anything. While this may be a slight improvement, it’s also discouraging that Bush may well provide ample evidence of Republican’s baseless charge that government is completely worthless.
The impeachment could focus on the first “criminal” act: Cheney’s being the second Texan on the ballot in 2000 — his sham Wyoming residency fooled only the judge who proclaimed him a Wyoming resident.
