Karl Rove tossed out a money carrot to Rep. Tom Reynolds, who is not only involved in the Foley cover-up, but is also chair of the National Republican Congressional Committee (NRCC) or the GOP money-making tree for elections. Last summer, Rove pledged to kick in $5 million dollars to match the same amount raised by Reynolds. “The arrangement was deemed so sensitive that no public announcement was made.”

Here is the deal. The House GOP decided to increase their money target for their “Battleground” program run by Rep. Cantor.  In the “Battleground” program, incumbent GOP lawmakers are “prodded to donate or raise money for use in races other than their own.” Monies from the “Battleground” are given to the NRCC, which then pays for tv commercials and political mailings for races deemed most competitive. After Cantor met the initial goal of raising $17.5 million, the target was raised to $22.5 million with the understanding that Rove would provide a matching donation of $5 million. Now, the Battleground fund has $21 million in pledges.

How will Rove pay this $5 million? That’s the $5 million dollar question:

The officials who described the arrangement did so on condition of anonymity, saying they were not authorized to discuss it publicly. One official said the pledge money was to come from funds remaining after President Bush’s 2004 re-election campaign, but a spokeswoman at the Republican National Committee said that was not true.”

And, how does this relate to Rove’s role in the Foley cover-up? While GOP candidates “run in droves” away from Reynolds and other GOP leadership “who covered up the Mark Foley scandal,” Rove is embracing Reynolds. Rove is filling in for Sen. McCain at 2 Buffalo fundraisers next Friday. There is also the Rove-Reynolds matter of teaming up against Foley to force him to run for re-election after Reynolds knew about Foley’s sexual predator conduct with pages.

These actions of fundraising and coercing Foley raised questions about GOP efforts to cover-up the Foley scandal:

Did Reynolds alert Rove to Foley’s emails before asking Rove to put on the pressure? Did Rove join in the House Republican leadership’s cover up of the scandal? Was anyone else at the White House aware of Foley’s inappropriate contact with minors? Now that the entire country knows Tom Reynolds and the House Republican leadership failed these children, why is Rove going to Buffalo to bail him out?”

Now, it is disclosed that Rove is pledging $5 million for the GOP campaign war chest run by Reynolds, so who is actually going to pay for this pledge and if it’s legal, why the secrecy?
